On February 6, 2006 Mission Viejo city council compensated ATS nearly $200,000 to draft the "Wireless Master Plan."
The contract directs ATS to market our Parks to wireless providers. Per the contract, the city joins ATS in a revenue sharing program for 10 years. ATS receives an average of 25% share of rental income for every new cell tower they negotiate on city property; while the city receives 75%.
Rental income from just one cell tower can range from $500 to $2,000 per month. With 6 wireless carriers (and growing) potential lease income can range from $3,000 to $12,000 per month, just for one park site.
Why did ATS offer Mission Viejo a $200,000 project bill, while ATS offered the City of San Clemente a "no cost to the city" program?

On May 22, 2007 the city paid $14,000 to Glaab & Associates, a public relations firm partnered with ATS. ATS did not offer to include marketing fees as part of their $200,000 charge to the City.
Thus far, Glab & Associates put out 2 documents: One letter on how to deal with citizen opposition by putting a positive "spin" on the Wireless Master Plan. One propagandized "fact sheet" for the public.
